This PR includes two primary parts, follow up to #2184

  1. Leave a comment under the PR that notices maintainers the help document differs
  2. Let Claude Code update the help document when there is differences

🙇 It seems in #2184, I did not completely follow the underlying tools' help document. Instead, it says Emit a warning for a rule or category there, so Claude treat them as not needed to updated.
