Context

M11 adds one messaging surface so a conversation started at the hallway terminal can continue away from home. Allowlist silence is the security model.

Decision

1. Channel = Telegram (Bot API long-poll).
2. Terminal and channel use distinct x-agentic-session-id values.
3. Keep a small Channel abstraction; do not build a second surface now.
