When an exact or partial asset ID is provided but not found by
getAssetShortHeaderFromId, instead of immediately returning "nothing-found",
fall through to createAssetSearch as a fallback. The new parameter
exactOrPartialAssetId is passed to the backend API to support partial matching.

This avoids code duplication by using a single path: first try direct lookup,
then (if that fails or was not attempted) go through createAssetSearch.

Simplify the LLM-facing parameter name so callers don't need to reason
about exact vs partial IDs — the internal logic handles both transparently.
