Phase 5 Scope of Work
Phase V will be performed during FY1920, ending in June 2020, and will focus on integration of three zone system support (TAZ, MAZ/parcels, transit stops), transit virtual path building, parking models, support for initial implementation in two regions, and verification of model results and remaining fixes.

The purpose of this first task is to manage the overall project, including invoicing and conference calls with the project team, and coordination with the AMPO agency partners. All deliverables, including meeting notes, software, tests, documentation, and issue tracking will be managed through GitHub. UrbanLabs will twice review project progress and QA/QC select project deliverables, as identified by the AMPO partners.

MTC TM1 has two parking models: free parking eligibility at the person level and CBD parking location choice at the stop/trip level. The free parking eligibility model uses household and person level information (including work location choice) to identify if the person has free parking at work. The CBD parking location model is segmented by mandatory free, mandatory paid, and non-mandatory and is only run if the stop destination choice is the user specified CBD (as coded as a TAZ attribute). The model requires a distance skim and parking cost by TAZ. Unlike other parking location models, the TM1 CBD parking location model is not shadow priced (i.e. iterated based on capacity). The new procedures will be described in the online documentation.

The goal of this task is to setup two additional regions as test examples in order to begin the transition from the existing models to ActivitySim-based models. Consultant will assist the agency partners in preparing all the input data and revising sub-model expression files as required. The level of implementation at this point assumes the new regional models will use the existing TM1 implemented sub-models, but key structural components such as modes and times-of-day will be localized. Consultant will also re-factor the code in order to improve the flexibility for implementation in new regions as budget permits and as the PMC desires. Consultant will update the source code, documentation, and tests as a result of any revisions to the framework.

The goal of this task is to continue to verify, and correct as needed, all implemented sub-models. Consultant will work through the sub-models by comparing high level results to existing MTC TM1 calibration/validation summaries and fixing any issues. Consultant will also re-factor/organize the file/folder setup in order to improve the separation of concerns as budget permits and as the PMC desires. Consultant will update the source code, documentation, and tests as a result of any revisions to the framework.
