Mods "When Crazy Cataclysm and XEDRA Evolved are both active, feral vampires will quote “Dracula Flow", and other media."

Purpose of change

I was discussing with @Standing-Storm about this, and he gave the go ahead to do this. Dracula flow is a hysterical piece of media and is an absolute gold mine of bars.

Describe the solution

Adds a crazy speech file for XEDRA evolved that calls exclusively on Feral Vampires. Lines that I deemed to be too raunchy to include were cut. I am sure of this because I transcribed all the included lines by hand.

Alright, I substantially reduced the amount of quotes as requested. Currently I am struggling to get the vampires to actually say anything at all, so this PR will be dormant while I make one that gives XE vampires normal feral parroting.

It's still in testing at the moment, so parrot being 0 will be changed! That's more for getting them to talk (they still refuse to do so)
