How ix, tars, and ga adopt Demerzel governance.

Integration Steps

1. Add Demerzel as git submodule at governance/demerzel/
2. Create state directory at governance/state/ with subdirs (beliefs, pdca, knowledge, snapshots)
3. Add governance section to CLAUDE.md using templates/CLAUDE.md.snippet
4. Define agent personas in governance/personas/ per schemas/persona.schema.json
5. Create behavioral tests for each persona in tests/behavioral/
