High Court
The High Court of United Columbus is the country's supreme and constitutional court and the third leg of the balance of powers built in 1881. Officially a council of justices, it is usually called the Council. It is presided over by the High Chancellor, who holds the office in a dual capacity as head of Parliament and Chief Justice of the Court.

The Court holds the executive to the constitutional balance and answers questions of state that Parliament cannot settle for itself. Where Parliament legislates and the Prime Minister executes, the Court interprets what the balance permits.
Key powers include:
- Constitutional review — May declare an act of the executive void, on the same reasoning standard the Prime Minister must meet to overrule the Court
- Mutual override — The Court and the Prime Minister can each overrule the other, but only with strong reasoning
- Special decrees — May issue a decree directly, outside ordinary parliamentary process (exercised in 1986 for the Vitals sanction)
- Deadlock resolution — Where the Court and the Prime Minister cannot agree, the proposal is either scrapped (rare) or put to public consultation and expert advisory opinion
- Compulsion of disclosure — May require Parafield to publish environmental, safety and radiological records (exercised in 1992)
- Presiding officer — The High Chancellor, who sits as Chief Justice in a second capacity
- Bench — Justices appointed by Parliament; names and terms are not recorded in the archive (TBA)
- Decisions — Taken by majority consensus, as the 1986 letter states explicitly
- Sealing — Decrees are sealed by the Parliamentary Guard
- Sessions — The Court sits separately from Parliament's ordinary session, but the same office may convene both
Columbus Needlemouse dismantled the Old Regime and its General Revolutionary Committee, then built the democratic balance of Parliament, executive and Court. The name was deliberate. The Old Regime ruled by committee, an assembly that could not be checked; the new state substituted a council that could. See Government of United Columbus.
The Court issued a special decree recognizing Leo Cakewalk as a legal citizen, registering his birth in the National Archive with succession and protection, and reclassifying the Vitals Initiative as a Sanctioned National Heritage Project. The decree was issued by the office of the High Chancellor and sealed by the Parliamentary Guard. Source: AGREEMENT-MAIL.
After the October 1987 Thermal Runaway the Court faced immediate pressure to shut Meridian Depthworks permanently. Parliament debated seizure of Parafield assets but allowed the facility a long-term closure instead, judging the S.F.R. technology too strategically valuable to destroy. See Log-MDC-Meltdown-News.
The Court mandated publication of Parafield's environmental and radiological logs after the Meridian District formally requested the data under public transparency law. Parafield complied. This was the first time the Court compelled an executive interest to disclose operational data. See Log-Public-Disclosures.
The High Chancellor is the only office that sits in both bodies. The 1986 letter is the proof of it: the correspondence is Parliament's, issued in the Chancellor's name, and the decree it carries is a decree of the Court. Because one office holds both seats, the check on the Prime Minister is doubled, legislative oversight through Parliament and constitutional review through the Court, and the two can deadlock with each other as easily as either can with the executive.
The Court's relationship with the executive is defined by mutual respect shadowed by mutual wariness. Parliament respects the Cakewalk lineage, since Columbus Needlemouse built the system the Court serves, and the Court is wary of unchecked power. Neither side holds a permanent veto: either can be overruled by the other, and a standoff ends in public consultation and expert advisory opinion rather than in a winner.
The Court has no established procedure for certifying a successor to the executive office. See Government of United Columbus.

- Every recorded decree was issued in the name of the High Chancellor, which is why the 1986 sanction reads as both a parliamentary resolution and a judicial order.
- The Court is the only body that can issue an order the Prime Minister cannot set aside without another body overruling him.
- "The Council" is the older usage. Full benches have never met in the archive; every recorded sitting was a special one.
