Purpose of this pull request

Reverts #4598 to publish the original PR.

This pull request is to create release notes for the apps that released in Sept month.

Below doc PRs need to be merged before releasing this PR:

• Azure Webapps - Doc changes - Azure WebApps #4571
• IIS 10- Otel - SUMO-242752 | Changes in IIS otel app to add metric collection and dashboards #4579
• Azure Cache - Azure Cache for Redis v2 app documentation #4595

Select the type of change

• Minor Changes - Typos, formatting, slight revisions
• Update Content - Revisions, updating sections
• New Content - New features, sections, pages, tutorials
• Site and Tools - .clabot, version updates, maintenance, dependencies, new packages for the site (Docusaurus, Gatsby, React, etc.)
