I think we need a more general solution here. No block shortcut (maybe copy) should be available in this mode. Now I can also trigger Rename and Add Note. |

Any ideas? Should there be a black list or something? Or we could gate them where they are registered:
I think this PR is technically okay as it is - the block visibility modal shouldn't be opened by folks who cannot edit the block regardless of the revisions UI, but we could move it up to where the shortcut is registered 🤔 |

Right, and we're already doing that based on block editing mode or block support values; it seems like a good idea not to have checks scattered. I'll handle Notes related changes in a separate PR, I think there might be more changes I've to make 😅 |

Okay updated. Looks like it's just the two modals that need gating. Other block editor shortcuts have their own permission checks, e.g., group, canMoveBlock and so on. |

Let's also do the block visibility and rename modals
In the Revisions UI, the block visibility modal could still be opened via Cmd+Shift+H (or the command palette) when selecting a block, even though editing is disabled.
Same goes for the rename block modal (Opt+Cmd+R).
Tip
This PR focusses on ungated modals. I checked the other shortcuts in the block editor shortcuts and the others have permission checked baked in, e.g., Group block checks
canInsertBlockType, which checks isPreviewMode.Why?
