The way the SATA port for the HDD is configured the HDD will not spin up until it receives communication from the console. You can force the HDD to spin up as soon as power is applied by grounding a pin on the xbox <-> SATA adapter that's used on the phat consoles. This is what I will hereby refer to as "the quick boot sata mod". This can decrease the boot times by ~2-3 seconds but unless you want to "speed run" the boot times it's most likely not worth using.
While the mod only requires grounding a single pin on the SATA adapter the pin has no wire going to it and requires cutting into the adapter to expose it, and soldering a very fine point surrounded by plastic. If you can't perform the install for the RGH mod you most likely won't be able to do this mod either without butchering the entire adapter.
The pin you need to ground is #11 as shown in the following pictures. There's a ground wire connected at pin #10 you can bridge it to, just be careful and verify you don't accidentally bridge the 5V or (unused) 12V supply right next to the ground wire or else you'll cause damage to your console and HDD.
