Plugins in Freenet are Java programs that can be loaded and run in fred.
They are used to provide a variety of additional functionality, including things like search and forums.
If you want to write a plugin, have a look at the Plugin API, the Plugin-Development-Tutorial or the freenet-plugin-bare-guide, but beware that at the time of writing both are incomplete.
