  totals back and forth. Each build re-derived them whenever the archive held

  version; totals derived by a newer rule are now left alone, and those of an
  older rule are derived again once. Builds before 0.12.7 still rewrite
  foreign totals: restart running dashboards when upgrading.

  taken for local days, so east of UTC the first transcript's UTC day could be
  backfilled although a transcript already covered part of it, and west of
  UTC a day could be lost. The cutoff is now the first transcript's UTC day,
  each total is placed at UTC noon, and archived totals move once.
