Resolves #9484

When opening an image, Pillow merges together SAMPLEFORMAT values into a single value, if they all match, but only when the values are all 1. This modifies it to also apply this simplification for values other than 1.

TIFF images may specify EXTRASAMPLES, additional channels that might have unspecified data or alpha data. Depending on the PLANAR_CONFIGURATION, these additional channels might be at the end of each pixel (contiguous), or at the end of the overall image data (separate). If it is unspecified data at the end of the overall image, then it can be completely ignored, making it easier for the image type to find a match in our OPEN_INFO dictionary.
When Pillow saves a TIFF image, it is always saved with contiguous planar configuration (Always save TIFF with contiguous planar configuration #5973). However, Pillow also retains many tags when resaving. If a separate planar configuration image is opened, then when saving it as a contiguous image, let's abandon the EXTRASAMPLES tag.
