Steps to reproduce issue

First surfaced here: #3192 (comment)

Pass an EventsCBGExecutor into a function which takes a generic rclcpp::Executor
do something in ROS land (like send a goal request to a server)
Call spin_until_future_complete on the executor
the executor hangs indefinitely

Expected behavior

The EventsCBGExecutor honors the base class interface, exercises its own spin mechanisms and doesn't indefinitely hang waiting on a future that isn't actually being exercised

Actual behavior

The future is never completed and the spin_until_future_complete call hangs indefinitely. Executor::spin_until_future_complete_impl calls spin_once_impl, which the EventsCBGExecutor does not override, resulting in the base class version being called instead (erroneously using waitsets).
