Setting up Wordpress
In short: WordPress is an open source content management system (CMS) that is free and very versatile. Almost every hosting provider supports it and it will be set up pretty quickly.
There are a lot of good tutorials that show you how to install and maintain WordPress. Here are some you might be interested in:

If you don't know anything about WordPress, don't worry! There is for sure someone close to you who can help you. Just ask on Facebook or Twitter.
There are a lot of free and paid design choices for WordPress. For pingeb.org we used a commercial theme, but free ones will do the job too.
As most users will access your site on a mobile device, there is also no need for giant artwork or fancy graphics. A catchy logo and basic html will do the job. If your theme is not mobile responsive (meaning it fits desktop and mobile browsers), we recommend the free WPtouch plugin.
In addition to a securely running WordPress installation you will need two plugins. Both of them are free and can be installed from WordPress's dashboard by clicking on plugins -> install.
Our plugin does all the heavy lifting for the URLs for NFC-tags and QR-codes as well as the content. It helps you setting up your Twitter account and finding stickers that might be gone.
You can find it by searching for "pingeb.org" where you install plugins.
This is the second plugin needed to run your project. It helps you assigning a location to your sticker.
You can find it by searching for "maps marker" where you install plugins. More information on this very capable plugin can be found at mapsmarker.com.
For all plugins as well as the WordPress installation itself there will be updates over time. They fix security problems and bring new features. You should always be up to date but be aware to have a backup done before updating them.
