Payment Method Manifest Specification

• Issue 19: Discussion about how to address the payment method manifest file. We will check in on Google/Samsung findings regarding HTTP Link Headers. Samsung to let us know today if they are ok closing issue 19 with support for HTTP Link headers.
• See Manifest Proposal, by Max based on Zach's initial work. Max took an action to work with Zach to put together a plan for advancing this specification.
