Discussion of 2.4 tickets. JimK suggested won't fixing all of them. Concluded to add "Version Support" to Road Map meeting.

#137 effects only Opera. Decided to document supported / tested browser versions.
#79 discussion. BobB and DeanA are very interested, DeanA especially. Duck objects to implementation based on technical concerns. Conclusion: Implement a new reference map that is more explicit in definition and only allows pulling from basic raster sources (WMS/MapServer). Suggestions for enhancements: resizable, fixed with a "context box", dynamically scalable.
