GSoC:2007 Generated IPC Autogen

Decide how to integrate the autogeneration scripts into waf, where the scripts should reside in the tree, etc.
Read the code in my tree(tcoppi), specifically genipc.py, there are a couple TODO notes in there. I will update this page in the future with more specifics about what needs to be done.
