What it does
Stops pure
scripts/cow/**merge-logic changes from triggering the fullRelease: verifymatrix.Those changes still run the COW changed-file preflight plus Linux/mac/Windows COW jobs through the normal
ciworkflow.Rationale
The release-verification matrix duplicates expensive production bundle builds for merge-logic PRs. That has been the main wall-clock blocker while iterating on COW merge reliability.
Release verification remains attached to binary, packaging, runtime bundle, release script, installer, dependency, and workflow changes.
