Alberti Cipher

There are so many versions of this I'm not even sure what it means anymore. But it has some arbitrary rules for rotating the disk, and likely doesn't produce isomorphs or ends up being equivalent to some other cipher if it does. Or it becomes something with imperfect isomorphism.
