Wadsworth Cipher

Also called Wheatstone Cipher. Uses a cipher disk, and produces isomorphs. But it's still classically chainable without conflicts, so it can't be this. There are some other variations of this that could be more promising, like gear ciphers, but they tend to have imperfect isomorphism.
