This PR reduces perceived latency when switching titlebar tabs in the app’s new layout by triggering tab navigation on primary-button mousedown (instead of waiting for click/mouseup), while still preserving keyboard activation behavior and existing navigation guards.

Summary
In the new layout, titlebar tabs navigated on click (mouseup). Since dragging a tab already navigates on drag start, a press on a tab always ends up selecting it - so waiting for the button release just adds latency (~40-100ms of press-to-release time) to every tab switch.
This makes session and draft tab links navigate on
mousedownfor the primary button instead:mousedownon the tab link navigates immediately, keeping the existing guards (renameediting(),suppressNavigation).clickstillpreventDefault()s the anchor and only navigates whenevent.detail === 0, preserving keyboard (Enter) activation without double-navigating on mouse.Testing
TDD: added
packages/app/e2e/regression/tab-navigate-mousedown.spec.tswhich pressesmouse.down()on an inactive tab and asserts the URL changes beforemouse.up().
