Add the startupreclaim package, which best-effort reclaims host resources
left behind by sandboxes that did not shut down cleanly: orphaned firecracker
processes (matched to ns- via /proc netns inode, with cmdline-ancestry
fallback), connected NBD devices, slot network namespaces, sandbox cgroups,
and stale sockets/fifos/overlay files. Failures are logged and counted via
OTel metrics, never fatal.

Add the startupreclaim package, which best-effort reclaims host resources

fallback), connected NBD devices, slot network namespaces, sandbox cgroups,
and stale sockets/fifos/overlay files. Failures are logged and counted via
OTel metrics, never fatal.
Slot.RemoveNetwork deletes host-side (root namespace) iptables, route, and
veth state keyed by the slot index, and finally removes the /run/netns entry.
That netns entry is the anchor startup reclaim uses to rediscover a leaked
slot. Because removal happened unconditionally at the end, a hard failure in
an earlier host-side delete would orphan the remaining state with the anchor
already gone, so it could never be rediscovered and retried.

Delete the named namespace only when all host-side teardown succeeded; on
failure preserve it so the next teardown (including startup reclaim) can
finish the job. CreateNetwork now clears a stale anchor before NewNamed so
reusing the slot index does not collide with a preserved namespace.

foreignNs stale after netns reclaim

High Severity

If startupreclaim.Run runs after network.NewStorageLocal, leaked ns-* entries are removed from disk but StorageLocal.foreignNs still lists them from init. Acquire skips those names before checking availability, so reclaimed slot indices stay unusable for that process even when /run/netns is clean.

Nil egress proxy skips rule cleanup

Medium Severity

Config.withDefaults replaces a nil EgressProxy with NewNoopEgressProxy(), so startup network reclaim’s RemoveNetwork never runs real OnSlotDelete iptables cleanup. Leaked slots can keep egress firewall rules after reclaim when Run is wired like production storage but omits the live egress implementation.
