RebootSandbox refuses to cold-boot a build that is not marked filesystem-only, since a memory snapshot's rootfs is only crash-consistent. For debugging/recovery of snapshots that cannot be memory-resumed, add a -force-reboot flag that masks the template's metadata as filesystem-only via a dev-tool-local wrapper, leaving the production safety gate and the stored metadata untouched.
