TSCCall20260407
TL;DR: The TSC reviewed follow-ups from the prior meeting, reopened the asynchronous vote for HIP-1193 due to lack of quorum and broken links in the vote thread, received presentations on HIP-1341 and HIP-1340 related to the Pectra upgrade, and agreed to continue discussion and possible voting on those HIPs the following week. The committee also reviewed the latest Hiero website design direction and invited community feedback in the GitHub discussion.

As every Hiero meeting, the TSC meeting is a public meeting and everybody can attend it.
You can find all information about TSC meetings and other Hiero meetings in the public calendar.
As in every meeting, the TSC began with a short notice of the Linux Foundation antitrust policy and an introduction of the Code of Conduct.
- The prior week had been brief, with no new HIPs presented; discussion had centered on the mentorship program and ongoing work on the Hiero website redesign.
- Jessica highlighted Hendrik's upcoming virtual workshop in May and the group reiterated the importance of attending public community calls and increasing activity in Hiero Discord channels.
- The proposed change to the HIP tracker by Angie and Rob was deferred to the following week so they could return with slides and a more complete presentation.
- Alex raised a question about the asynchronous vote on HIP-1193, noting the lack of quorum and broken links in the vote issue.
- Mark clarified that HIP-1193 is a mirror node HIP with bucket path changes, which is why it is being treated as a standards-track HIP rather than a purely informational or process item.
- Hendrik reopened the asynchronous vote for HIP-1193, updated the links, and said he would repost it in the TSC channel so members could vote.
- Fernando presented HIP-1341 as the umbrella HIP for Hiero support of selected Pectra-related EIPs.
- Fernando explained that 12 EIPs are associated with the Pectra meta-EIP, but only three were considered applicable to Hiero; the rest were excluded due to differences such as lack of blob support, differing validator architecture, and protocol mismatches with Ethereum.
- Alex asked whether unsupported Pectra-related items could create compatibility issues or require stubbed API behavior; Fernando said blob-related items remain unsupported in the JSON-RPC relay and other excluded items are internal protocol concerns not directly exposed to users.
- Hendrik asked whether Hiero has or plans to provide a consolidated EIP support matrix; Fernando said that is planned as part of broader EVM compatibility work and client spec test execution later in the year.
- Fernando then presented HIP-1340, focused on EIP-7702 code delegation and account abstraction for EOAs.
- The presentation covered Type 4 transactions, authorization lists, delegation behavior, invocation patterns, and the distinction between EVM-based delegation and Hiero native hooks.
- Alex asked whether HIP-1340 overlaps with Hiero hooks; Fernando said the current HIP is limited to EVM execution and does not affect native HAPI crypto transfers or hooks at this stage.
- Alex also asked about security implications in light of previous delegated call concerns; Fernando said the existing restrictions on delegate calls to system contracts remain in place and that the main risk profile is comparable to Ethereum's model.
- Hendrik suggested TSC members take additional time to review HIP-1340 and HIP-1341 because of their complexity, with questions to be raised asynchronously or at the next meeting.
- The final agenda item reviewed the latest Hiero website design direction, including a newer draft received that day.
- Hendrik encouraged attendees to leave feedback in the GitHub discussion so the community can converge on a final design and move toward implementation.
- No additional business was raised, and the meeting concluded early.
Presented by Fernando Paris Huertas.
- Overview of the Pectra-related EIPs under consideration for Hiero
- Explanation of why only a subset of the Ethereum changes are applicable to Hiero
- Discussion of future work to make Hiero's EVM compatibility and EIP support more transparent
Presented by Fernando Paris Huertas.
- Walkthrough of EOA code delegation and account abstraction concepts
- Explanation of Type 4 transactions and authorization lists
- Clarification that this HIP currently applies within EVM execution boundaries and does not yet extend to hooks or native HAPI behavior
- The asynchronous vote on HIP-1193 was reopened due to lack of quorum and broken links in the prior vote thread.
- The proposed HIP tracker discussion from Angie and Rob was moved to the following week.
- No vote was taken on HIP-1340 or HIP-1341 during this meeting; the TSC agreed to allow more time for review and questions before considering a vote.
- Community feedback on the new website design will continue through the GitHub discussion.
