Hiero Technical Steering Committee Meeting

TL;DR: The TSC opened its 14-day asynchronous vote on HIP-1068 and discussed diversifying the GitHub Maintainers team to unblock cross-repo approvals, without reaching a decision. Ty Smith presented HIP-1342, an EVM-parity fix for trailing call data, while Brandon Hargreaves's HIP-1500 update was deferred to a future call for time.

Agenda

Public Participation

As with every Hiero TSC meeting, this was a public meeting and anyone could attend.
Information about TSC and other Hiero meetings is available on the public calendar.

Code of Conduct

The meeting opened with the usual reminder that discussions are conducted under the Linux Foundation antitrust policy and code of conduct.

Meeting Summary

  • Meeting format: Brandon Davenport opened by noting Hendrik Ebbers is away for the next couple of weeks, so Brandon would run the TSC meetings in his absence.
  • Previous call recap: Brandon Davenport recapped Hiero Community Day updates and new HIPs raised at the prior call, noting Brandon Hargreaves was on hand to talk through HIP-1500.
  • OpenSSF scores: Michael Garber asked Jessica Gonzalez to share the page listing OpenSSF scorecard results for Hiero repos, saying he had raised the score for the Hiero Improvement Proposals repo and wanted to help other repo maintainers find quick wins to raise theirs too. Jessica said she had also spoken with the OpenSSF team directly, who are going through an internal restructuring and may be slow to respond to outreach in the meantime.
  • Rare Evo: Jessica flagged the Rare Evo conference running July 28 through 31 at the Aria Hotel in Las Vegas, with an HOL and GoDaddy panel, a separate HOL workshop led by Michael Kantor, and an LFDT presentation.
  • HIP-1068 vote: Jessica opened the previously agreed asynchronous vote on HIP-1068 via issue #296, open for 14 days from today.
  • GitHub Maintainers bottleneck: Jessica raised diversifying the GitHub Maintainers team, whose approval gates workflow, code-owner and CI changes across repos including the website, and named Sophie Bulloch and Angelina Ceppaluni as possible additions; she said her LFDT role means she should stay neutral rather than join the team herself. No decision was reached; the TSC will continue to weigh the options raised.
  • Cross-repo permission concentration: Sophie said the concentration of cross-repository permissions in a small, often single-organization team has slowed merges in the website repo since March, and that she has personally shifted more of her own time to Hiero Hackers instead of the core Hiero repos since around February, because it has less gatekeeping and faster development.
  • Second-team proposal: Angelina proposed a second team with similar permissions to move blocked PRs along.
  • Slack channel suggestion: Lindsay Walker suggested a dedicated Hiero Slack channel for faster contact with maintainers.
  • Diversify over duplicate: Jessica said she preferred diversifying the existing GitHub Maintainers team over creating a new one, to avoid the appearance of an organizational split, and that Discord remains the preferred channel over Slack for open community communication.
  • Website-specific scope: Daniel Ntege said the code-owner bottleneck is specific to the website repo rather than a broader maintainer versus GitHub-maintainer gap, and separately urged more attendance at maintainer and community calls, noting the TSC call draws far more participants than those calls do.
  • Contributor pathway: Keith Kowal said the underlying pathway problem is enabling more contributors to build the trust needed to become committers or maintainers in the first place.
  • TSC seat elections: Jessica said three TSC seats open for election this September: two maintainer seats and one TSC-voted seat.
  • Chair and co-chair sequencing: Diane Mueller asked whether a chair and co-chair election would follow, saying she understood it would come once the new cohort is seated in September; Jessica confirmed the charter provides for a TSC-voted chair but is unclear on a co-chair, and said she would update TSC documentation to reflect the sequencing.
  • HIP-1500: deferred to a future call, since the meeting ran long on the GitHub Maintainers discussion.

Presentations

  • HIP-1342: Ignore Trailing Calldata for System Contracts
Presented by Ty Smith, with impact-analysis support from Giuseppe Bertone. Ty explained that Hiero's EVM precompiles currently revert on trailing call data beyond the expected parameters, unlike mainstream EVM chains, which silently ignore it; the change lets such calls succeed while keeping the trailing bytes in state for later use. Squid Router, Axelar, and the Hiero Foundation had also pushed for the change; the biggest request came from LayerZero, which uses the trailing bytes to carry the destination wallet for bridged assets. Ty said the scope grew from HTS alone to all precompiles, so behavior stays consistent across the board, and that historical mainnet and testnet analysis from 2023 to 2026 showed low impact. Giuseppe added that no new size limit is introduced since jumbo-transaction byte pricing already bounds how much trailing data a caller can afford to send. Richard Bair asked about the practical byte ceiling with no added throttle and recommended extensive fuzz testing before implementation to rule out exploitable parsing edge cases. Alexander Popowycz asked whether the trailing data would remain usable rather than being discarded; Ty confirmed it stays in state and can still be read. Ty asked for TSC approval; no formal vote was taken during the call.

Key Decisions

  • HIP-1068: Asynchronous vote opened via issue #296, running 14 days from 2026-07-21.
  • HIP-1342: Presented for review; no vote was taken during this meeting.
  • HIP-1500: Deferred to a future call.
