Hiero Technical Steering Committee Meeting

TL;DR: The TSC confirmed quorum and approved two EVM-compatibility HIPs discussed across this and the prior meeting: HIP-1340 and HIP-1341. The committee also received an introduction to a new block-stream-related HIP on wrapping historical record files into blocks, with follow-up questions and action items deferred to next week.

Agenda

Public Participation

As with every Hiero TSC meeting, this was a public meeting and anyone could attend.
Information about TSC and other Hiero meetings is available on the public calendar.

Code of Conduct

The meeting opened with the usual reminder that discussions are conducted under the Linux Foundation antitrust policy and code of conduct.

Meeting Summary

  • The committee reviewed the previous TSC call and noted that the HIP introduced last week had completed asynchronous voting and was approved.
  • No additional community updates were raised from attendees during the open call for announcements, aside from the reminder about Hendrik's upcoming virtual workshop.
  • Quorum was confirmed, allowing the committee to proceed with votes.
  • The committee revisited two EVM-compatibility HIPs previously introduced by Fer and moved both to vote.
  • Discussion on HIP-1340 focused on code delegation in the EVM context, especially how it relates to Hooks and whether the two models could create confusion for users.
  • Fer clarified that the delegation path under HIP-1340 remains scoped to the EVM side, while Hooks originate from outside the EVM flow, although a Hook-triggered contract execution can eventually invoke delegation.
  • Richard and Alexander agreed that there is a conceptual intersection between Hooks and delegation, but the committee also agreed that HIP-1340 addresses an important EVM compatibility gap and should move forward.
  • The committee then discussed HIP-1341 as the umbrella HIP defining which Ethereum Pectra EIPs Hiero-based networks should support and which are out of scope due to architectural differences.
  • Fer clarified that HIP-1341 is primarily a compatibility-positioning HIP and that the only follow-up HIP needed from that Pectra set was the delegation work already covered by HIP-1340.
  • Michael noted that future umbrella-style EIP review flows could likely be made easier for the TSC.
  • Mark Blackman introduced a new block-stream-related HIP concerning historical record file wrapping so older record-stream history can be represented in a unified block format.
  • Mark explained that wrapped record blocks would preserve access to original record files and RSA signatures while allowing block nodes to serve full network history in one consistent format.
  • Richard added that the main motivation is to create one continuous cryptographic chain from the earliest historical records through the eventual block-stream switchover, rather than having two disconnected histories.
  • Michael asked about switch risks, operational cost, and external auditability; Mark and Richard described ongoing validation work, prior engineering effort, and end-to-end audits already underway.
  • Mike Cave asked whether block nodes must be hosted alongside consensus nodes. Richard clarified that colocation is not technically required, but it is preferable for latency and egress-cost reasons.
  • Due to time, the committee deferred introduction of the second new block-stream-related HIP until the following TSC call.

Presentations

  • HIP-1340: EOA Code Delegation
Presented as a targeted EVM compatibility feature, with discussion centered on its relationship to Hooks and on ensuring users are not confused by overlapping concepts.

  • HIP-1341: Support for Ethereum Pectra Release
Presented as the umbrella compatibility HIP defining which Pectra EIPs Hiero should support and which are not applicable.

  • New Block Stream HIP (historical record wrapping / wrapped record blocks)
Mark Blackman presented a proposal to wrap legacy record files into blocks so block nodes can serve the full historical record in a single format while preserving original signatures and verification paths.

Key Decisions

  • Quorum confirmed.
  • HIP-1340 approved unanimously by TSC members present.
  • HIP-1341 approved unanimously by TSC members present.
  • The committee aligned on the need to continue clarifying the relationship between Hooks and delegation before any related network-specific enablement decisions.
  • The new historical record wrapping HIP was introduced for review; no vote was taken during this meeting.
  • The second new block-stream-related HIP was deferred to the next meeting.
