TSCCall20260707
TL;DR: No formal votes were taken at this special in-person TSC call held during Hiero Community Day in Berlin. Michael Garber walked the room through the HIP process end to end, including a live demo HIP, and Hendrik Ebbers introduced a proposed Hiero Agentic Support Project for AI-agent tooling, aiming for a vote at a future call.

As with every Hiero TSC meeting, this was a public meeting and anyone could attend.
Information about TSC and other Hiero meetings is available on the public calendar.
The meeting opened with the usual reminder that discussions are conducted under the Linux Foundation antitrust policy and code of conduct.
- Meeting format: This call ran in person as part of Hiero Community Day in Berlin, with Hendrik Ebbers noting over 20 attendees on-site alongside the usual remote participants.
- New HIP deferred: Brandon Hargreaves said he had a new HIP ready to discuss; with time short this call, Hendrik said he would add it to next week's agenda instead.
- HIP timeline: Hendrik asked Michael Garber how long a HIP typically takes from submission to going live on Hedera; Michael said there is no fixed timeline, roughly three to nine months from acceptance to code implementation, and hoped broader open-source participation would shorten that.
- Consensus-layer contribution: Hendrik then asked whether outside contributors can really work on consensus-layer changes given Hashgraph's historically protective stance; Michael said yes technically, since Hiero's own approval and Hedera's separate TechCom approval are independent votes, so a HIP merged into Hiero's codebase does not by itself mean Hedera's network activates it. Hendrik added that consensus-layer good-first-issues are harder to create than for SDKs and that the layer is treated as more security-critical, pointing to new issues Keith Kowal opened after the prior week's TSC call to help make parts of Hiero easier to secure for outside contributors.
- Reviewer requirements: Sophie Bulloch, relayed through Hendrik since her own audio did not come through, raised that only one reviewer is currently required to merge a PR; Hendrik agreed and floated requiring at least two committer or maintainer reviewers on some parts of the codebase to enable broader community contribution, tied to the same issues Keith opened.
- Deferred agenda items: The Hiero Enterprise Java project update was on the agenda but not reached; Hendrik said it carries to a future call.

HIP Process Overview
Presented by Michael Garber, covering the three HIP categories (standards track, informational, and process) and that only code-touching HIPs require a community vote, the submission-to-final pipeline including an independent Hiero vote and a separate Hedera TechCom vote, and an automatic six-month stagnant-labeling process for inactive HIPs. Closed with a live demo drafting a lighthearted commemorative HIP with the room's help, walking through submitting it as a GitHub pull request. -
Hiero Agentic Support Project
Presented by Hendrik Ebbers: introduced a proposed shared repository of Hiero-specific agent skills, MCP servers, and documentation context, installable as a Claude Code plugin, and demoed installing it to configure a local Solo development instance. Early supporters, from different companies, include Michael Kantor, Angelina, and Noah. Hendrik hopes to bring it to a TSC vote at an upcoming call.
- Hiero Agentic Support Project: No vote was taken; Hendrik Ebbers hopes to bring it to a future TSC vote.
