Host-driven receiver registration.

• forget IDENT serial command for host-controlled removal of a receiver from the poll table (host now owns the receiver list via SQLite Receivers table; daemon issues sync / forget to reconcile).

Upgrade notes

• No wire-protocol break.
• Required by the modern host workflow where receivers are managed in SQL and the daemon reconciles the dongle's poll list on every reload_receivers.
