Manual Deployment Method
This method uses all of manual steps but gets you where you are going. It may be valuable to walk through this once to understand the process. If you think this isn't for you, jump right to the Automating Deployment with Ansible page.
I am finding that I am not able to install RHEL 9.4 or later on RPi4, by the manual method or Grub2 EFI. The EFI stub fails to boot the kernel. I have upgraded a system all the way to RHEL 9.3+64k and the system boots fine. Running an dnf update succeeds, however, the system will not boot. I am trying to diagnose. Satellite kickstart of RHEL 9.2 succeeds.
- Log into your Red Hat Account on the Red Hat Portal and navigate to Downloads for Red Hat Enterprise Linux for ARM 64. Select and download the Red Hat Enterprise Linux 9 for ARM DVD ISO. Or you can alternately use the Boot ISO. Smaller. Faster to download and copy, then you pull all your bits from the cloud == latest and greatest.

- Update the bootloader on your RPi using your favourite imaging tool and a spare MicroSD card.
- Create your OS MicroSD card with the latest UEFI Firmware (this process was tested with 1.33).
- Copy your RHEL 9 ISO to a USB stick of sufficient size using dd.
- Put your OS MicroSD and your ISO USB stick in the Pi4 and boot it.
- This should bring up the anaconda installer GUI. Select your installation options. Follow the prompts.
- One prompt asks you to Register your system to the Red Hat Portal. Do this! It ensures you have the latest bits and dependencies.
- When prompted to reboot, remove your USB stick and reboot.
- Use the escape key to enter the system setup on boot. Remove the 3GB RAM limit. Set the system to boot from the MicroSD.
- Reboot to RHEL 9 and Enjoy!
