Yes, assuming "System architect" is used as a category for other guidelines.

It says "TBD", presumably "To Be Decided?" In that case, no. Hardware/Power related question.

I would add something related to "consideration", as the guideline points out a consideration to be taken for when a system is ready-to-use.

Are parts of the guideline too generic or too specific?

I think that the guideline applies to SDRAM-based FPGAs, which is a detail well specified later on, but it's not too specific to be at the Guideline advice level.

Does the guideline explicitly refer to the handbook? To which part of the deliverable is it relevant (e.g., chapter of D1.2/D1.3)?

No. It fits in chapter 6 (Meeting embedded image processing application requirements with high productivity), or chapter 7.1 (The hardware platform choice). Depends on how this topic is approached.

Does the guideline specify the work done in the project that can benefit from the guideline?

No, the current work (measurement tools) has been designed and used due to guidelines like this one.

Instantiation of the recommended implementation method in the reference platform: In here, previous to clarifying the fact that not all vendors provide power measurement capabilities, maybe it'd help to clarify that some vendors actually base their products on this statement. Microsemi, for example, designs FPGAs which are flash-based, and one of their claims is low power usage and avoiding configuration consumptions. Maybe changing "Not all vendors" by "Not all the SDRAM-based FPGA based board vendors" would help.
