Settlement
A generic implementation of places where people live: a settlement. Settlements in inherit from the Entity and Government Classes.
These objects could represent large metropolitan areas, space stations, underground bunkers, etc. Classes should be made, inheriting from Settlement, for such applications.
Settlements have a city center plus some number of wards: which themselves are Settlement objects. These wards are made to represent distinct districts or burrows.
