Replace ccpp-prebuild and ccpp-capgen v0 with ccpp-capgen v1 #762 🎉
- UFS integration update?
- Dustin: Everyone seems happy with it, but still hasn't been merged yet (people could just be on vacation). There are also failing CI tests, but is likely not fully related to the framework updates.
- Dustin: In good news, the CATChem team is already building tests for the new constituents infrastructure (https://github.com/bbakernoaa/CATChem/tree/feature/tuv-x/drivers/ccpp).

- Most of the PR is not for the bug-fix, but for setting up a system to help Claude record what all future work is needed (including the relevant context).
- Eventually this file will be removed, it is just needed during the transition to the new framework.

DOCUMENTATION: Updates for capgen-v1
- Dustin: We need to provide a section on testing, and we need a section on common error messages and debugging techniques.
- Dom: I can cover the multi-instance section, but will likely just try to point to the current tests as examples of how to do multi-instance implementation.
- Dustin: Will open an issue where we link to the end-to-end tests instead of just repeating the examples in the docs.

- v1: two host variables sharing a local name with different standard names will compile but clobber silently
- Implement "is_initialized" method in constituents object
- Dom: May be good to make sure that capgen-v1 has the workflow necessary for this capability.
- Courtney: Not aware of any issues related to the framework workflow, but would be good to double check.

- For now non-UCAR users are allowed to be repo admins, but that might change by the end of the year.
