Tracking Compass

Every hunter gets a tracking compass when the round starts, and again after dying or rejoining. It's collected when the round ends, and it can't be dropped. If a hunter loses it anyway, /hounded compass gives a new one.
- Same dimension as the runner: at the runner.
- Different dimension: at the portal the runner used to leave the hunter's dimension. Follow it to go after them.
- No trail yet (the runner hasn't been seen in the hunter's dimension): at the world spawn. The hunter is told that there's no trail yet.
- Runner offline: where they were last seen.
- During the headstart: nowhere, so it can't give away where runners went.
In the Nether and the End it points properly, where a normal compass would spin.

automode (default): it updates by itself everycompass.update-interval-ticks. -
manualmode: right-click to update it.
Hunters are told which mode is on when they get the compass.
Left-click switches to the next runner. The compass remembers who each hunter is tracking.
compass.disable-in-nether-for-hunters: true stops tracking while a hunter is in the Nether. That's a popular handicap for hunters.
The display shows how far away the runner is, or the portal when they're in another dimension.
