MyPrompt is Chief's capsule. Chief owns priority and sign-off; agent lanes (Codex, Claude) do the implementation inside an authorized work package. The capsule is classified R2 because it handles desktop IPC, provider keys, user data, and payment integrations. R2 means boundary-affecting: a change is reviewed at the work-package boundary, not approved file by file.
Mutation is single-writer per bounded scope. Two lanes must not edit the same files at once. Work in an isolated worktree when parallel edits are possible, then land through the normal review path.
