Within a single batch presentation, item numbers (1–10) must be used exactly once across both the Skip and Consider sections. Do not restart numbering at 1 inside each section. A number like "2" must refer to one item only, regardless of which section it falls in.
Why: User flagged duplicate 2s, 3s, 5s appearing across sections — made it ambiguous which item a number referred to when approving.
How to apply: Assign each item its original fetch position number (1–10) and preserve that number in whichever section (Skip or Consider) it lands in.
