Administer Users By Role Configuration
The administer users by role module allows us to set specific permissions to allow roles like doctors, nurses, coordinators and project managers to create and edit patient accounts. We also allow users with the roles of Project Managers, Doctors, Nurses and Coordinators to assign the Patient role to specific user accounts (See Create-Roles page to understand more on roles).
The following matrix shows how the permissions are organized conceptually

Go to Configuration > Administer Users by Role Settings page and ensure that the roles of patient, coordinator, nurse, and doctor have the "Custom" option selected. Click on Save configuration to save the choices.
In the permissions page, we setup the fine grained permissions that allow the Project Manager role to assign user accounts to the Doctor, Nurse and Coordinator as well as Patient roles. Similarly, users with the doctor, nurse and coordinator roles can create, edit and cancel accounts for the users with the Patient role. This allows Project Managers to create accounts for the other staff, while the rest of the healthcare staff and project coordinators can then setup Patient accounts.
As shown in the image above we allow project managers to assign the roles of patient, doctor, nurse and coordinator to the user accounts. We allow doctors, nurses and coordinators to only assign role of patient to the user accounts.
In the image above we show that permission configuration for cancelling accounts, only project managers can cancel accounts of patients, doctors, nurses and coordinators.
In the image above we can see that coordinators, nurses, doctors, and project managers can create new accounts. They also are allowed edit accounts belonging to the patient role. However, doctor, nurse and coordinator roles cannot edit each others accounts as well as the accounts of project managers. The project managers can edit the account of the doctor, nurse and coordinators. This allows the workflow where project managers create account for doctors, nurses and coordinators and assign them to the respective project(s). The patient accounts can be created by all 4 roles and edited by all 4 of them. They can all assign patients to the respective project. Finally account viewing rights are restricted also.
