Bug: Release workflow passes undefined input to tests workflow

Bug: Release workflows will skip all tests due to branch conditions

The if conditions on frontend-tests, backend-tests, and integration-tests jobs only match branch patterns like fe/, fe-be/, feature/, bugfix/, and ric/, plus PR labels.
