With both Cursor points set, use fills the selection with the clicked block ID and metadata; it also reports destroy speed 32 and can destroy special blocks.

Mode notes: No debug-mode guard is present in the item implementation; normal block breaking is separately restricted by the interaction manager outside debug mode.
