New smithing templates that unlock the meander and dreg armor trims.

A meander armor trim smithing template generates as loot in a slumbering sanctuary.
A dreg armor trim smithing template generates as loot in a valley ruin.
These smithing templates function the same as vanilla smithing templates, allowing the meander and dreg armor trims to be applied to armor at a smithing table.
