The bug was that the first search result selection is cleared after
clicking the cancel in the remove suggestion dialog. Fixed it by
removing the fake focus implemented for crbug.com/919050. The selection
logic has been changed since then and the issue no longer
reproduces.

The "Export to JSON" button on chrome://policies in Clank will now
effectively download the policies as a JSON file.

Instead of attempting to go through file selection, the Android version
will trigger a JavaScript download flow using a dynamically generated
Blob URL (generated from the policies' JSON). This flow will place the
JSON file in the device's regular downloads location.

These subresource filter and ad metrics callers of
UnsafeFindFrameByFrameTreeNodeId can be refactored to not use this
method.

There are several cases of going from a FTN id to a RenderFrameHost,
then back to the FTN id, where the lookup can simply be removed.

For cases that do need a RenderFrameHost, the call sites can identify
the intended RenderFrameHost more directly using
NavigationHandle::GetPreviousRenderFrameHostId.

If an opacity animation is running on the compositor, the main thread
will not get a chance to update it if the opacity changes from zero to
non-zero. Therefore, we cannot skip the painting of content with an
active opacity animation. This regressed with https://crrev.com/897409.

This approach will also improve the microsoft_performance perf test
(live version at [1]) which has content with animating opacity.
CompositeAfterPaint regressed this benchmark because it spreads out the
raster of animating layers throughout the benchmark rather than doing
them all up-front.

In crrev.com/c/2908133, johnidel@ noticed that
sqlite_proto::ProtoTableManager's initialization method might be able to
be written in a slightly simpler way if it used sql::Transaction. The
advantage of Transaction is that it uses RAII to roll back the pending
transaction when it goes out of scope and the transaction hasn't been
successfully committed. This CL makes the suggested change.

AXTree::GetUnignoredSelection() wasn't ensuring that it had valid
positions, so it could call CreateNextAnchorPosition() and fail an
assert.

Therefore, this patch uses AsValidPosition() when fixing an ignored
position into an unignored one, for both the anchor and the focus.

In particular, remove network_session.h and remove the
NetworkSession::Context parameter that required it. This was only used
to grab a ClientSocketFactory from the Context. The only consumers
passing in a non-null value for it was passing in the same
ClientSocketFactory the URLRequestContext was using, passed in as
another parameter, which the TLSSocketFactory would fall back to
using, anyways.

Also remove unused headers, and use a mojom-forward.h header for
another header.  And fix a number of IWYU issues that this unearthed.

The NetworkSession dependency is the main motivation for this CL, as
that increases translation units by 0.03%, according to
analyze_includes.py.

In Multiple-Page Architecture, WebContents will hold multiple
pages at the same time:
- the primary page - the page that is displayed to the user,
- the pre-rendered pages - pages that were
specified by the page author as being the most likely to be
next in the user journey (see [1])
- pages in back-forward cache - to make using back/forward button
instantaneous
- portals [2]
- fenced frames [3]

Each page will have its own frame tree. We are calling the main
frame of the primary page the primary main frame.

WebContentsObserver affects the primary page - the page that is
displayed to the user. One example of UI that is displayed to the
user via WebContentsObserver is the Permissions dialog.

The purpose of this CL is to ensure that the Permissions Dialog
will be dismissed only by the primary main frame when
calling WebContentsObserver::DidFinishNavigation, not by any
other non-primary main frame. WebContentsObserver::DidFinishNavigation
is called by all frames when navigating.
This is why the WebContentsObserver::PrimaryPageChanged was introduced.

In general, because pre-rendered pages are navigated behind the
scenes, there should be no impact to the primary page while the
pre-rendered page navigation happens.

In this particular case, if the user loads a different page in the tab
without dismissing the Permission Dialog first, when the
WebContentsObserver::PrimaryPageChanged is called, the Permission
Dialog is dismissed. When using WebContentsObserver::DidFinishNavigation
the PermissionDialog would have been dismissed when any main frame
would have been navigated, including a pre-rendered page.

I've also done some refactoring to be able to unit-test that when
WebContentsObserver::PrimaryPageChanged is called, the dialog is
dismissed.

In a recent change the browser process was switched to using the
reserved address range coming from outside (on systems supporting it).
This was by mistake: currently parsing the range is not useful -
this feature is needed to be able to share RELRO with the zygote, which
is not fully landed yet.

It seems that the change is not harmful. It still provides ASLR, and
falls back to randomization via mmap when the region is not found.

I tried to see whether the slowness of reading the /proc/self/maps
introduced by mistake affects startup.mobile, but instead found that
messageloop_start_time reporting is broken: http://crug.com/1230069

Revert back to the old behavior.

media::kVp9kSVCHW(De|En)coding should be media::kVaapiVp9...
to align with similar feature flags, e.g. VaapiVP8Encoder etc.
This CL does that, and also simplifies a few of the preprocessor
guards (USE_VAAPI implies ARCH_CPU_X86_FAMILY).

No new functionality.

Chrome used to expect that when it sets Inhibited to false, Shill
will set Scanning to true, then back to false again. But Shill was
modified to set Scanning=true before calling MM SetInhibited, so no
need to wait for scanning to start after setting inhibited property.
Manually tested on device, the state will go from [Waiting for inhibit
property clear]->[Waiting for scanning to stop]->[Idle] successfully.

Rounding layer offset caused a layer with subpixel offset containing
solid color drawings not treated as solid color because the layer was
bigger than the drawing. Now keep subpixel layer offset for solid color
layers.

The IsSolidColor code is cherry-picked from pdr@'s abandoned

Previously, the cloning operation would fail if the declarative shadow
root was sufficiently nested (e.g. inside another <div> or inside a
nexted <template>). This CL fixes this bug, by passing through the
CloneChildrenFlag to all the places it's needed.

Two new test conditions are added for the two broken cases.

Both PrintJobReportingServiceFactory and DlpRulesManagerFactory are
using very similar code to initialize the ReportQueue. This CL merges
both into it's own class that can be used by other KeyedServices in
future.

Next steps:
(1) Add tests to cover this factory
(2) Create ReportQueue with a local base::queue or SharedQueue that it
pushes Events to until the ReportQueue is set up properly.

Update UserSessionInitializer::PreStartSession() to take bool
is_primary_session and only call
NetworkCertLoader::MarkUserNSSDBWillBeInitialized() when true.

Step "browser_tests on Ubuntu-18.04" failing on builder "linux-chromeos-chrome"

The failure is a crash in browser_tests.

This failure is fairly but not perfectly consistent.  In three of the last four runs on this bot, browser_tests failed with something in the NativeInputMethodEngineTest.EmojiSuggestion* suite.  It's not always the same test that fails each time.  Nevertheless, this is pretty indicative that nowadays something is wrong in this suite.  This is the obvious candidate, submitted right when the test became mostly-failing.

This CL changes the aura::WindowObserver hook used in
exo::ExtendedDragSource:

Previously, ExtendedDragSource::OnWindowVisibilityChanging() was
used to call ash::ToplevelWindowEventHandler::AttemptToStartDrag(),
and kick off the drag 'n drop.
Problem is that for the scenario of TabletMode ON and WebUITabStrip
OFF, using OnWindowVisibilityChanging() hook is too early.
Reason:

In today's ToT, when a window detaches, during a tab drag 'n drop,
the following check takes place and fails, causing the whole
operation to abort (see lines 309-310 below):

Hence, using OnDraggedWindowVisibilityChanging() in
exo::ExtendedDragSource class is too early.

This CL changes the hook used to OnWindowVisibilityChanged(),
and also sets the following aura::Window properties, used by the
drag 'n drop logic: ash::kTabDraggingSourceWindowKey and
ash::kIsDraggingTabsKey.

With this change, the functionality starts to take shape, and it is
possible to drag the window around. Snapping and merge-back are still
not fully functional (see follow up CLs).
