As described in the design document [1] our implementation of
font-family has several issues. This CL does a preliminary refactoring
and cleanup by performing the following proposed tasks:

- "Distinguishing generic/non-generic fonts with identical names".
  This is essentially done by introducing a new type for each item
  of our internal linked list FontFamily as defined in the spec [2].
  The type can be encoded on only 1 bit but because of padding it adds
  one byte per FontFamily item.

- "Removing -webkit-<generic-name>" where <generic-name> is serif,
  sans-serif, cursive, fantasy or monospace. Essentially this CL
  stops adding a -webkit prefix internally to these generic names
  and as a consequence removing special behavior for the
  -webkit-<generic-name> names. This should be safe according to
  the discussion on the intent to remove to ship email [3].

This CL tries to keep web-exposed changes minimal. In particular, it
does not change behavior for system-ui or non-standard -webkit-* names.

AppMenuModel::Build() has an app id for a web app
managed by the current process (e.g. Ash or Lacros).

We call WebAppProvider::GetForLocalApps() to get the
WebAppProvider.

WebAppProvider::Get() is being retired.

Code in //ash/components/security_token_pin is a part of the ash-chrome,
so namespace is changed to ash from chromeos.

To avoid churn during other namespace transitions in future, this CL has
temporary 'using' declarations.

This removes the dependency on InstanceKey.Window() from
AppServiceWrapper::EventListener callbacks. The aura::Window won't be
available for web apps in tabs in Lacros so we need to remove direct
usage of it.

This moves extensions specific code out of
extensions/browser/value_store into extensions/browser/api/storage.

ValueStoreFactory methods previously took a settings namespace and model
type. These now instead take a directory, and extensions code can use
ValueStoreHelper to get the relevant directory for the settings
namespace and model type.

This change also merges value_store_factory_impl and
legacy_value_store_factory and moves settings_namespace out of value
store.

Sometimes we were calling ForWebBasedApp when the window was actually
a top level Chrome browser window. This change ensures that
ForWebBasedApp is only called when the aura::Window is from a
WebContents.

Fix the test helper function waitForWindow() to work for the SWA, by:

1. In the JS for SWA send the messages `findSwaWindow` and
`loadSwaTestUtils`to the browser test.
2. In the browser test, scan `BrowserList` to find the Files SWA
WebContents.
3. In the browser test: execute, the newly added, test.getSwaAppId() in
the WebContents to retrieve the appId.

On step #3 the appId is similar to what was in use in the browser test,
prior to this CL it was the the SWA URL + the `launchDir`, now it's
the `currentDirectoryURL` without the prefix `filesystem:` which results
in something like:
chrome://file-manager/external/Downloads-user/Downloads/photos

This CL changes to show the splash screen dialog at the next message
loop after the window activation, instead of right after the window
activation.
Directly opening another window in OnWindowActivated is considered as
“nested-activation”, and in this case, the new window will get focus but
not get activated due to the wm policy.
This is basically fine, but Chromevox sometimes gets confused with it.
So we need to open the dialog in the sequenced message loop to avoid
nested-activation.

I want to make our handling of on-disk state more consistent across
the various classes that handle ranking. The idea is that they should
all just save state as protos into the launcher/ directory of the
cryptohome.

We have a proliferation of Read and Write methods for doing this right
now. So this CL adds a utility class called PersistentProto that acts
as a write-through cache for proto on disk. After this is submitted,
I'll migrate all of our ranking systems to use it.

This mostly isn't new code, it's a tweaked version of
//components/metrics/structured/persistent_proto. The big change is to
make this a header-only template class, rather than splitting the logic
into a cc. That was a bit of a hack and requires changing the
persistent proto class itself for each new class to be persisted.

I've had to make one code-quality compromise to make this header-only:
the code structure looks like this:

 - some enum definitions
 - an anonymous namespace containing Read and Write
 - the class itself

Ideally there wouldn't need to be an anon namespace at all, and Read
and Write could be private methods. However I need these to be free
functions due to a limitation of PostTaskAndReplyWithResult, and they
require the enums to be defined, hence the weird code structure.

Converting a DisableForRenderFrameHostReason to a devtool protocol was
introduced at crrev.com/c/3056318. This conversion doesn't work when the
source is not kContent as the reason's ID indicates a different enum
than BackForwardCacheDisable::DisabledReasonId. As a result, a wrong
reason was shown on the devtool when the page was not restored from
back-forward cache.

This change fixes this issue to consider all the reason's sources like
kEmbedder and covert the ID based on the source.

Step "browser_tests on Ubuntu-18.04" failing on builder "linux-chromeos-chrome"

The failure is a crash in browser_tests.

This failure is fairly but not perfectly consistent.  In three of the last four runs on this bot, browser_tests failed with something in the NativeInputMethodEngineTest.EmojiSuggestion* suite.  It's not always the same test that fails each time.  Nevertheless, this is pretty indicative that nowadays something is wrong in this suite.  This is the obvious candidate, submitted right when the test became mostly-failing.
