They were added in Version 1.2.

Usage

Cleavers have natural Looting 2 on them, and deal +6 Attack Damage. They have 150 durability.

When used to mine Cacti, they cause them to drop Cactus Fruit. When used to mine Cake, they drop as Cake Slices proportional to the amount of slices eaten.
If you're feeling silly, you can put a Cleaver on your head... though it'll look painful.
