Governance
CIEL is directed by Dr. Andrew Kanter at the Columbia International eHealth Laboratory (Columbia University). Content is curated by the CIEL team with input from the implementer community, and is managed entirely in Open Concept Lab (OCL). CIEL and OCL are recognized Digital Public Goods.
- Open. Free to use under CC BY 4.0, with a free OCL account.
- Traceable. Every release is a numbered version with a list of what changed.
- Quality first. Growth in concepts and mappings must not reduce consistency. See Quality Assurance.
- Human decisions. Automation and AI assist curators; they do not replace them.
- Retire, don't delete. Concepts no longer in use are retired, so existing data stays interpretable.
