Adjusting the tool panel

Normally customizing the tool panel is as easy as adjusting tool_conf.xml or
integrated_tool_panel.xml (which merges tool.conf.xml and shed_tool.conf.xml)
and restarting Galaxy (with run.sh).
If Galaxy is installed with Ansible this does not work for multiple reasons,
one being that Galaxy needs to restarted with Ansible as well, in order
for NGINX, CertBot, etc. to be functional.

The Ansible way of doing things..

Starting from the Galaxy root-dir (/home/ubuntu/galaxy)
Add tool_conf.xml to files/galaxy
Modify /group_vars/galaxyservers.yml
