User statistics 2

This is an update, though not a replacement, of User statistics

If manually assigned, user quota will be shown. For some reason default quota
for registered users (though set and active) are not shown. This means that the
user_quota_association between galaxy_user and quota (in the psql db) is only
created when users are manually (re)assigned to named quota (Quotas in the
galaxy Admin panel).
