Relationship Manager

Jake Kensok edited this page Oct 9, 2026 · 5 revisions

Open this manager by right-clicking a nation in the main window and choosing Relationship Manager.

Relationship Manager edits ordinary tension and provides Create Alliance, Break Treaty, Reset Tension to 0, Start War, and Ceasefire actions.

Reading the relations matrix

Every Relationship Manager window contains the same nation-by-nation overview. Read from a row nation to a column nation. Numbers show tension; War and Allied identify the corresponding relationship state. Alternating gray bands run across both rows and columns to help you follow a pair. Shading does not represent diplomatic status.

The diagonal is a dash because a nation has no relationship with itself. Unreadable data appears as Unknown. Directional differences between AI nations remain visible instead of being averaged. The selected nation's editing rows also include a Status column, which can flag mixed or conflicting records.

The matrix shows the current campaign loaded in Privateer, including changes already applied in memory. It does not preview pending entries. After applying a change, reopen the manager to see the updated matrix. The window opens at a compact size (up to 960 × 780 pixels), with tighter matrix cells and editing rows. Resize it or use the horizontal and vertical scrollbars when necessary; Apply and Cancel remain outside the scrolling area.

Editing ordinary tension

  1. Find the other nation in the editing rows.
  2. Enter a New Tension Level from 0 to 20. Leave other entries blank.
  3. Leave that pair's Action field blank, choose Apply, then save.

The accepted range is an editor guardrail, not a confirmed maximum for RTW3. An ordinary tension edit does not itself perform Privateer's Start War or Ceasefire operation. High tension may influence later game events; it is not a guaranteed declaration threshold.

Using relationship actions

Choose an action in the other nation's row. Use either a new tension value or an action for a pair in one application. Leave rows you do not want to change blank.

Action What it does
Create Alliance Creates the supported alliance state between the pair while preserving tension. It cannot create an alliance with a war-associated opponent. Alliance duration and expiry are not user-selectable.
Break Treaty Clears the pair's alliance or treaty state. It does not start a war or reset tension.
Reset Tension to 0 Clears ordinary tension between the pair. It does not end an active war; use Ceasefire for a supported active player war.
Start War Starts a war involving the player and the selected nation. It requires peace, no existing war-associated opponent, and no treaty with the target.
Ceasefire Ends the supported player war when exactly one active opponent is present, sets that pair's tension to 3, and resets the player and enemy victory-point totals.

For an alliance with ordinary tension cleared, first choose Create Alliance and Apply. Reopen the manager, choose Reset Tension to 0 for that pair, and Apply again. Save when both changes are ready.

To start a war against a treaty partner, apply Break Treaty first. Reopen the manager and apply Start War. Only one Start War or Ceasefire operation can be applied at a time.

War and ceasefire actions support player relationships. AI-only war declarations and settlements with multiple active player opponents are unavailable. Ceasefire does not transfer territory, impose reparations, or generate financial adjustments. Privateer also does not reproduce the budget changes of a natural declaration of war.

Reset changes clears this dialog's pending entries and actions. Cancel discards them. Apply checks the batch before changing the loaded campaign; Save or Save As is still required.
