Listens for the RIPv2 routing announcements the AMPRnet gateway system broadcasts and installs the resulting routes and tunnel endpoints into the kernel, so a station on the 44.0.0.0/8 amateur network reaches the rest of it without hand-maintained routing.
AMPRnet is a real IP network allocated to amateur radio, reached over IP-IP tunnels between gateways whose addresses change. Maintaining those routes by hand is not practical; this is the daemon that does it, and it is what turns a 44-net allocation into working connectivity.

Only useful if you run a gateway; on an ordinary station it will run and do nothing visible. It installs kernel routes, so a misconfiguration affects the whole machine's networking rather than one application. AMPRnet address space has been partly reallocated in recent years and some documentation found online predates that.
