Takes the timestamped Mode S messages your receiver hears and forwards them to a multilateration server, which combines arrival times from several receivers to compute a position for aircraft that transmit Mode S but not ADS-B position.
A large fraction of aircraft report identity and altitude but no position. Multilateration recovers it from timing differences across receivers, and that only works collectively -- one receiver cannot do it. This is how a receiver joins that effort.
A working Mode S receiver feeding it -- readsb or dump1090 -- and an account with a network that runs multilateration. An accurate receiver location, because the computation is only as good as the coordinates you give it.

It is a feeder client: it publishes what your receiver hears, and your receiver's precise location, to a third party, continuously. That is the deal being made and it is worth stating plainly. A wrong location does not fail -- it silently degrades the solution for everyone in your area. This is the adsb.fi fork; other networks ship their own client and they are not interchangeable.
