fix: run all tests locally

Problem

• We have tests which get skipped
• Tests which don't run anywhere
• Tests tests which only run if you have certain system dependencies installed
• Tests which don't run if you don't build the Rust dependencies

Closes DIM-1248

Solution

• Delete the few tests which are never ran.
• Build Rust dependencies in ./bin/pytest-slow.
• Make sure nothing gets skipped.
• Fix tests which are flakey when executed in the same run with DimSim.
